Meet the Founder: Winnie Okafor, LCDC, CCS, NCC, ICADC, SAP
From Grace to Growth—Transforming Lives Through Faith, Healing, and Purpose
Hello and welcome. My name is Ekwutosi Winifred Okafor, and I’m the Founder and CEO of Grace Services, a faith-rooted, trauma-informed mental health and addiction recovery organization committed to empowering individuals, families, and communities to break free from cycles of pain and step into lives of purpose.
I’m a National Board Certified Counselor (NCC), a Licensed Chemical Dependency Counselor (LCDC), and an Internationally Certified Alcohol and Drug Counselor (ICADC), proudly licensed in Texas and other U.S. states. With over two decades of experience as a Qualified Mental Health Professional (QMHP) and a U.S. DOT-qualified Substance Abuse Professional (SAP), I have had the honor of guiding thousands of clients through recovery, reinvention, and restoration.
But titles alone don’t define my work—transformation does.

Why I Created Grace Services
I founded Grace Services with one mission:
To make compassionate, culturally competent, and faith-aligned mental health and addiction recovery services available and accessible to all—especially to underserved and underrepresented communities.
As a Certified Transformational Life and Mental Health Coach, I’ve witnessed firsthand how healing happens when clients are seen, heard, and supported by professionals who understand their journey—not just clinically, but culturally and spiritually.
We are a proudly minority- and women-owned nonprofit organization headquartered in Mansfield, Texas, with virtual reach across the U.S. and in-person availability by appointment in locations including Arlington, TX.

U.S. Substance Abuse and Mental Health Services Administration
Created in 1981, the Internationally Accredited Alcohol & Drug Counselor (ICADC) is the largest credential in the field of addiction-related behavioral health care – totaling over 20,000 professionals worldwide. There are now more than 63 countries, U.S. states, and territories that offer a reciprocal ICADC credential.
The ICADC is recognized worldwide as the gold standard for competency in the field. It is written into U.S. state and national practice regulations and insurance legislation.
U.S. Department of Transportation (DOT) credentials qualified Substance Abuse Professional (SAP).
SAP is a licensed professional who evaluates employees who have violated a DOT drug and alcohol program regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare.
